On the afternoon of October 21st, the Environmental Resources Department of the National Development and Reform Commission organized a video conference to promote the construction of 60 key cities for the recycling and utilization system of waste materials. The conference deeply implemented the decisions and deployments of the Party Central Committee and the State Council to accelerate the construction of a waste recycling and utilization system, and studied and arranged the next phase of key work. Song Changqing, the second level inspector of the Environmental Resources Department, presided over the meeting, while the Development and Reform Commissions of Tianjin, Hangzhou, and Nanning gave speeches on experience exchange.

The meeting pointed out that strengthening the recycling of urban waste materials is an important part of accelerating the construction of the waste recycling system. The construction of 60 key cities with waste materials recycling system is part of the 102 major projects of the 14th Five Year Plan, which is of great significance for expanding effective investment, ensuring national resource security, and helping to achieve carbon peak carbon neutrality.

The meeting requires that provincial development and reform commissions and development and reform departments of 60 key cities fully implement the spirit of the 20th National Congress of the Communist Party of China, conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, further enhance the sense of responsibility and mission in doing a good job in construction work, and effectively promote the construction of key cities with a waste material recycling system to achieve significant results. Firstly, it is necessary to accurately grasp the task requirements for the construction of key cities in the recycling and utilization system of waste materials, improve the recycling network of waste materials, enhance the processing and utilization level of renewable resources, and promote the development of second-hand trading and remanufacturing industries. The second is to accelerate the pace of work, based on in-depth research and mutual learning, propose specific work measures and guarantee measures, plan and select key engineering projects, and quickly prepare and issue implementation plans. The third is to effectively strengthen organizational implementation, strengthen tracking and scheduling, increase support, and strengthen publicity and guidance.
