Implementation Plan for Establishing and Improving the carbon neutrality Standard Measurement System of Carbon Peak

In order to implement the relevant deployment of the Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in carbon neutrality and the Action Plan for Carbon Peak by 2030, recently, the General Administration of Market Supervision, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecological Environment, the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the China Meteorological Administration Nine departments including the State Forestry and Grassland Administration jointly issued the Implementation Plan for Establishing and Improving the carbon neutrality Standard Measurement System for Carbon Peak (hereinafter referred to as the Implementation Plan).

The Implementation Plan, as one of the safeguard plans of the national carbon peaking carbon neutrality "1+N" policy system, defines the overall deployment of China's carbon peaking carbon neutrality standard measurement system, and plays a guiding role in the construction of carbon peaking carbon neutrality standard measurement system for relevant industries, fields, regions and enterprises.

The Implementation Plan proposes that by 2025, the carbon neutrality standard measurement system for carbon peaking will be basically established. By 2030, the carbon peak carbon neutrality standard measurement system will be more perfect. By 2060, the carbon neutrality standard measurement system, which is more advanced in technology, more prominent in management efficiency, more efficient in service capacity and leads the world, will be fully completed, serve the overall green transformation of economic and social development, and strongly support the realization of the carbon neutrality goal.

Focusing on the establishment and improvement of the carbon neutrality standard measurement system for carbon peaking, the Implementation Plan proposes 24 key tasks in seven aspects: improving the basic general standard system for carbon emissions, strengthening the construction of the carbon emission reduction standard system in key areas, accelerating the layout of the carbon removal standard system, improving the market-oriented mechanism standard system, improving the measurement technology system, strengthening the construction of the measurement management system, and improving the measurement service system, We have identified five key projects for the implementation of carbon measurement technology innovation projects, carbon measurement infrastructure improvement projects, carbon measurement benchmark leading projects, carbon measurement precision service projects, and carbon measurement international exchange and cooperation projects. We have carried out four key actions: strengthening the foundation of dual carbon standards, raising 100 energy-saving and carbon reduction standards, leading low-carbon cutting-edge technology standards, and international cooperation on green and low-carbon standards, And propose corresponding requirements for coordinating and promoting the implementation of various tasks.

Next, the General Administration of Market Supervision, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Natural Resources, the Ministry of Ecological Environment, the Ministry of Housing and Urban Rural Development, the Ministry of Transport, the China Meteorological Administration, and the National Forestry and Grass Administration will work with relevant departments to implement the Implementation Plan, promote the construction of a carbon peak carbon neutrality standard measurement system, and support the timely realization of the carbon peak carbon neutrality goal.
