Notice of the General Office of the Ministry of Housing and Urban Rural Development on Carrying out Pilot Work of Urban Landscape Garbage Treatment and Resource Utilization

   

Departments of Housing and Urban Rural Development of various provinces and autonomous regions, Beijing Municipal Bureau of Landscape and Greening, Urban Management Commission, Tianjin Municipal Urban Management Commission, Shanghai Greening City Appearance Bureau, Chongqing Municipal Urban Management Bureau, Xinjiang Production and Construction Corps Housing and Urban Rural Development Bureau: In order to deeply study and implement the spirit of the 20th National Congress of the Communist Party of China, and to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council on accelerating the construction of a waste recycling system, Exploring the establishment of a system for urban landscaping waste treatment and resource utilization, improving the level of landscaping waste treatment and resource utilization, and effectively improving urban ecology and living environment. After research, it has been decided to carry out pilot work on urban landscaping waste treatment and resource utilization. The relevant matters are hereby notified as follows.

1、 Pilot Purpose

Garbage from landscaping mainly refers to the pruning of trees, shrubs, flowers and plants generated during the management and maintenance process of landscaping construction, as well as the plant residues generated from natural withering of plants, usually including branches, leaves, grass scraps, flowers, etc., which have the characteristics of wide distribution, strong seasonality, high transportation costs, good renewability, and diverse utilization methods. In recent years, with the rapid development of urban landscaping in China, positive progress has been made in the treatment and resource utilization of landscaping waste, but overall it is still in its infancy. The generation of landscaping waste in some cities, especially in mega cities and large cities, has been increasing year by year. There are problems such as incomplete collection systems, insufficient dedicated transportation vehicles, difficulty in selecting treatment and resource utilization facilities, poor outlet for resource utilization products, and a lack of effective departmental coordination mechanisms. It is urgent to establish a comprehensive landscaping waste treatment and resource utilization system. By conducting pilot projects for the treatment and resource utilization of urban landscaping waste, we aim to explore methods and measures to improve the level of urban landscaping waste treatment and resource utilization in about 2 years. We will establish a system for the treatment and resource utilization of landscaping waste in some cities, forming a group of replicable and promotable experiences, and promoting the high-quality development of urban landscaping.

2、 Key Tasks of Pilot Work

Each provincial housing and urban-rural construction (landscaping, environmental sanitation) competent department shall, based on the actual situation of the local area and after full consultation, select cities (districts) with a foundation to carry out pilot work on landscaping waste treatment and resource utilization. The main tasks are as follows: (1) Understand the bottom line of the current situation. Comprehensively understand the current situation of urban landscaping waste, understand the total amount, types, sources, distribution, seasonal characteristics, and development trends of landscaping waste, collect, transport, stack sites, and transport vehicles, sort, crush, and process equipment and facilities, ensure funding for landscaping waste treatment, resource utilization, and the number of employees, Analyze the current problems and their causes.

(2) Strengthen planning guidance. Based on the amount, distribution characteristics, and development trend of urban landscaping waste, fully considering factors such as transportation distance, facility location conditions, and equipment service life, with the goal of improving resource utilization rate, a combination of "on-site treatment+centralized treatment" mode is adopted to formulate a special plan or plan for landscaping waste treatment and resource utilization, and to reasonably arrange the classification, collection, storage, and transportation of landscaping waste Handle and resource utilize facilities, actively coordinate with relevant departments to fully guarantee the land demand for related facility construction.

(3) Accelerate the construction of collection, transportation, and processing systems. Based on the actual situation in the local area, the collection, transportation, and treatment facilities for landscaping waste should be considered as an important component of urban infrastructure. Based on the amount and distribution of urban landscaping waste, and referring to relevant policies on household waste collection and transportation, configure landscaping waste collection and transportation vehicles and staff. Choose biological treatment, organic cover processing, biomass fuel preparation, or other treatment technologies and models that are suitable for local conditions according to local conditions. It is advisable to treat on-site or centralized, to improve the collection and transportation capacity of garden and green waste that meets the needs of urban development, and to improve the level of facility construction and operation.

(4) Promote source reduction and resource utilization. Systematically analyze the plant species and habitats in urban green space, nursery base and other areas, encourage the local disposal of landscaping waste, reuse the reclaimed products as soil improvement matrix, organic cover and other green space, and promote the source classification and reduction of landscaping waste. Improve the added value of recycling products of landscaping waste, study and formulate relevant policies for the promotion and application of recycling products, actively explore the application of bio organic fertilizer, organic mulch, organic matrix, waste incineration power generation, urban heat supply and garden road pavement, and improve the utilization rate of landscaping waste recycling.

(5) Establish and improve a long-term mechanism. The competent departments for housing and urban-rural construction (landscaping) in various regions should take the lead in establishing a multi departmental collaborative work mechanism, explore the establishment of a government led, market operated, and public participation promotion model, increase financial investment, build a diversified fund guarantee mechanism, fully utilize credit support from various financial institutions, and form a working force. Strengthen the construction of information supervision system, gradually implement the entire process of generating, collecting, transporting, and processing garden and green waste through document linking and data-driven management. Fully leverage the driving role of technological innovation, strengthen the research and promotion of applicable technologies for the treatment and resource utilization of landscaping waste.

3、 Relevant requirements

(1) Develop an implementation plan. The competent departments for housing and urban-rural development (landscaping, environmental sanitation) at the provincial level should organize pilot cities (districts) in their respective regions to prepare implementation plans, adhere to goal orientation, problem orientation, and result orientation, clarify work objectives, key tasks, progress arrangements, and guarantee measures, and report to the Urban Construction Department of our Ministry before November 30, 2022.

(2) Promote relevant work. The competent departments of housing and urban-rural development (landscaping, environmental sanitation) at the provincial level should strengthen work guidance, timely understand the practices of garbage treatment and resource utilization in pilot cities' landscaping, and grasp the problems and work suggestions that exist during the promotion process. Each pilot city should combine the construction of garden cities and ecological garden cities, effectively implement the implementation plan, and solidly promote relevant work.

(3) Timely summarize experience. Each pilot city (district) should explore and solve key and difficult problems, and carefully summarize experience, practices, and cases. Each provincial-level housing and urban-rural construction (landscaping) supervisory department should organize the formation of typical experiences, carry out publicity and promotion, and submit a summary report before December 31, 2023.
