Notice of the General Office of the National Development and Reform Commission and others on Issuing the List of Key Cities for the Construction of Waste Material Recycling System

To all provinces, autonomous regions, municipalities directly under the central government, and cities specifically designated in the state plan, as well as the Development and Reform Commission of the Xinjiang Production and Construction Corps, the competent departments of commerce, industry and information technology, the finance department (bureau), the natural resources department, the ecological environment department (bureau), and the competent departments of housing and urban-rural construction (environmental sanitation):

In order to implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, as well as the relevant requirements of the Outline of the 14th Five Year Plan of the country, and to deepen the implementation of the Guiding Opinions on Accelerating the Construction of the Recycling and Utilization System of Waste Materials (FGHZ [2022] No. 109), in accordance with relevant work arrangements, after voluntary application by various regions, recommendation by provincial departments, review by provincial governments, and national review, 60 cities including Beijing have been designated as key cities for the construction of a waste material recycling system. It is hereby announced and the relevant work notice is as follows:

1、 Accurately grasp the key points of construction.

Each city should improve the network system for recycling waste materials, improve the level of sorting, processing, and utilization of renewable resources according to local conditions, and promote the development of second-hand commodity trading and remanufacturing industry. We will focus on building standardized, networked, and intelligent recycling sites on a large scale, as well as green sorting centers and trading centers that meet relevant national and local standards. We will also promote the standardized collection facilities for plastic waste and waste textiles as an important part of the recycling system construction. Cities with conditions should also build a batch of recyclable express delivery packaging and recycling facilities. Strengthen the quality improvement and environmental supervision of the recycling, processing and utilization industry of renewable resources, promote the agglomeration development of the industry, do a good job in supervising the logistics of waste electrical and electronic products and other dismantled products, and improve the "scattered pollution" situation in the industry. We need to establish various forms of second-hand commodity trading channels, encourage the construction of high-quality automobile parts remanufacturing projects, and explore new fields such as aircraft, aviation engines, and industrial robots for remanufacturing projects.

2、 Effectively promoting construction work

Under the guidance of provincial-level development and reform, commerce, industry and information technology, finance, natural resources, ecological environment, housing, and urban-rural construction authorities, cities should prepare implementation plans in accordance with the "Key Points for Compiling Implementation Plans for the Construction of Urban Waste Material Recycling System" (Attachment 2), and issue them in the name of the urban people's government. At the same time, relevant departments should be copied according to the procedures. Each city should attach great importance to establishing relevant working mechanisms, strengthening the guarantee of funds, land and other factors, and promoting the implementation of restrictive policies such as the lifting of restrictions on the relocation of second-hand cars, ensuring the effectiveness of construction, and timely sorting out experiences and good practices, and submitting promotional and reporting materials. The Provincial Development and Reform Commission, in conjunction with relevant departments, should increase policy and financial support, promptly coordinate and solve problems and difficulties that arise during the construction process, and organize the reporting of information in the province. The National Development and Reform Commission will coordinate with relevant departments to coordinate existing funding channels, provide support for key projects that meet the requirements, and increase publicity and promotion of construction achievements and experiences through portal websites and relevant news media.

3、 Solid implementation of project warehousing and supervision

Each urban development and reform commission should promptly include key projects in the implementation plan into the national major construction project database, update project progress on a quarterly basis as required, and conduct daily verification of relevant data in conjunction with relevant departments to further improve the quality of project information. The Provincial Development and Reform Commission should conduct a thorough review and confirmation of the entry of relevant key projects in the province, carefully review and control them, ensure timely and accurate project information, regularly track and dispatch, deepen frontline understanding of project progress, and strengthen supervision of projects with lagging progress. The National Development and Reform Commission will strengthen supervision and inspection, timely follow up on project information and construction implementation, and supervise and guide local authorities to solve relevant problems.
