How to do a good job in clearing and transporting household waste during the epidemic?

Recently, with the adjustment of epidemic prevention policies, the current cleaning and transportation of household waste is facing a situation of "multiple points, wide areas, and small quantities" of epidemic related household waste. How to ensure that the garbage generated by positive groups is processed in a closed-loop manner throughout the entire process? How to ensure the health and safety of sanitation workers and other citizens?

Guidelines

It involves four aspects: basic requirements, security requirements, protection requirements, and daily life, emphasizing the protection requirements of the environmental sanitation industry. The protection requirements are divided into personal protection for environmental sanitation operators, road cleaning, water area cleaning, garbage collection and transfer (including ships, kitchen waste, kitchen waste), domestic garbage transfer, garbage incineration, kitchen waste (kitchen) garbage, public toilet, epidemic related domestic garbage, garbage disposal station management, and cleaning and protection after the completion of the operation.

Overall requirements

Establish an emergency guarantee mechanism for AB positions, and allocate, dispatch, and coordinate the environmental sanitation operation team according to the actual situation; Provide sufficient epidemic prevention materials and strictly implement measures for epidemic prevention and control; Implement personal protection for sanitation workers, strictly implement personal protection regulations, and be the "first responsible person" for their own health.

Job requirements

01 Road sweeping and cleaning operations

Increase flushing intensity and reduce the frequency of manual cleaning. Effective spraying and disinfection work should be carried out before and after the operation. During the operation, vehicles should be transported in a sealed manner without spillage or leakage to prevent secondary pollution. For discarded masks, gloves, and other scattered garbage, it is necessary to use work tools to pick them up.

02 Water Area Cleaning Operations

Try to use mechanical operations and reduce manual operations. Effective spraying and disinfection operations should be carried out before and after sailing. Timely clean up the floating garbage and riverbank garbage on the water surface to the ship's garbage bin, and disinfect the easily contaminated parts such as the ship's garbage bin.

03 Garbage collection and transfer operation (including ships, kitchen waste and kitchen waste)

During on-site collection operations and garbage collection and transportation, protective equipment such as masks should be worn when delivering garbage. Effective spraying and disinfection work shall be carried out after the completion of the collection and transportation areas and vehicles.

04 Domestic waste transfer operation

Operators should wear masks and other equipment in accordance with regulations, and vehicles other than the service vehicles at this station are prohibited from entering. Effectively spray and disinfect after each discharge. Implement full site disinfection every day, and conduct effective spraying disinfection operations at least 4 times a day.

05 Garbage incineration treatment operation

All personnel involved in incineration disposal should take protective measures. After the waste disposal is completed, effective spraying and disinfection should be carried out.

06 Kitchen waste operation

Operators should take protective measures, and personnel accompanying the vehicle should not get off the vehicle at will during unloading. Commanding personnel should conduct vehicle command from 5 meters away. After unloading, carry out effective spraying and disinfection operations. Implement full factory disinfection every day, and conduct effective spraying disinfection operations at least 4 times a day.

07 Public restroom work

"Daily cleaning+epidemic prevention disinfection and sterilization" shall be carried out in all directions in public toilets every day. Strictly implement one passenger, one disinfection and sterilization. The key areas and window areas should be fully disinfection and sterilization every 2 hours, and other areas should focus on disinfection and sterilization at least 4 times a day. Good ventilation should be maintained in public restrooms.

08 Epidemic related household waste operation

Each region should establish a designated collection and transportation point for domestic waste transfer units and a "one-to-one correspondence" with community and property service support personnel, achieving "dedicated personnel, vehicles, and transportation". The collection vehicle for epidemic related household waste needs to be dedicated and fixed, and the entire process should be sealed and transported directly to the incineration plant for harmless treatment.

09 Garbage Disposal Station Management

Garbage disposal sites should implement a morning check-up and health declaration system. Upon entering the site, body temperature should be tested at the entrance guard and protective measures should be taken. Symptoms such as fever and dry cough should be reported as soon as possible.

To ensure the health and safety of sanitation workers and other citizens, the "Guidelines" require sanitation workers to take personal protective measures:

Operators need to assess their physical health before starting work, and report any abnormalities as soon as possible. During work, personal protective measures should be taken, and relevant places such as rest areas and stations for sanitation workers should be equipped with alcohol or other disinfectants. Sanitation workers should avoid personnel gathering and using them at the wrong time. The management unit should keep the premises clean and tidy, provide timely ventilation, and disinfect at least twice a day.
