2023 marks the beginning of the comprehensive implementation of the spirit of the 20th National Congress of the Communist Party of China and the 20th anniversary of the implementation of the "August 8th Strategy". On the basis of a comprehensive evaluation of the "5+4" stable progress and quality improvement policy in 2022, the Zhejiang Provincial Party Committee and Government have systematically planned and integrated the "8+4" policy system.

The "8+4" policy system includes eight key areas of policy packages, including expanding effective investment, technological innovation, cultivating the "415X" advanced manufacturing cluster, high-quality development of modern service industry, construction of world-class strong ports and transportation provinces, expanding domestic demand and opening up to the outside world, rural revitalization and urban-rural integration development, and ensuring and improving people's livelihoods. There are four key elements to ensure the list, including finance, natural resources, energy, and talent.

The "8+4" policy system is an organic whole that covers various fields of economic development and people's livelihood security. The policy content includes measures to strive for or undertake national policies from the government, measures to continue, adjust, and integrate existing policies in Zhejiang Province, and a number of new policy measures introduced by the province.
